A Journey Rooted in Public Service
Looking back on my career, I never imagined that my early experiences in public service would lead me to where I am today—running a successful municipal consulting business. My journey began in the municipality of Guayanilla, Puerto Rico, where I had the privilege of serving as the Director of Finance from 1989 to 1992. During those years, I learned the intricate details of municipal budgets, taxation, and financial planning. I saw firsthand the challenges that local governments face when trying to balance their responsibilities with limited resources.
Later, as President of the Puerto Rico Senate for Municipal Affairs from 1993 to 2000, I had the opportunity to strengthen the connection between state and municipal governments. It was an eye-opening experience that reinforced my belief that municipalities need expert guidance to navigate financial complexities. By the time I left public service, I knew I had developed the knowledge and skills to help local governments improve their financial health. That realization led me to launch RWM Consultants Inc. in 2001, a firm dedicated to helping municipalities optimize their finances.
Identifying a Need and Taking the Leap
Transitioning from public service to private entrepreneurship was not easy. Government work provided stability and a clear path forward, but consulting meant stepping into uncharted territory. However, I saw a critical gap that needed to be filled. Many municipalities were struggling with financial inefficiencies, outdated systems, and difficulty managing property taxes, sales taxes, and budgets. I knew that with the right approach, I could help them achieve better financial stability.
The first step in building my business was establishing credibility. Municipal leaders needed to know that I understood their struggles and could provide solutions tailored to their specific needs. My years in public service gave me an advantage—I wasn’t just another consultant offering generic advice; I had been in their shoes. This made my firm stand out from the start.

Starting and growing a business always comes with challenges. One of the biggest obstacles I faced was shifting my mindset from government employee to business owner.
